Statement of the Iranian Foreign Ministry on IAEA Board of Governors Resolution against Iran’s Peaceful Nuclear Program

The action of these three European countries and the US in drafting and imposing the resolution on the Board of Governors is yet another clear indication of their irresponsible approach and their insistence on instrumentalizing the agency to exert pressure on the Islamic Republic of Iran.
The resolution, adopted by exploiting the numerical dominance of the Western bloc and its supporters in the Board of Governors, and without the support of nearly half of the member states, including opposition from two permanent members of the UN Security Council, violates the fundamental principles of the Non‑Proliferation Treaty (NPT), which guarantees the inalienable right of member states to use nuclear energy for peaceful purposes. It also reiterates the unlawful demands contained in the now‑obsolete Security Council resolutions calling for suspension of enrichment.
Legally, the Board of Governors has no authority to revive terminated Security Council resolutions. The attempt by the three European countries and the US to suggest such authority exists، is a clear sign of bad faith and irresponsible behavior toward the agency’s procedures and regulations. Their insistence on repeating this unlawful action, previously pursued through misuse of the JCPOA dispute mechanism in the Security Council, will create legal confusion, deepen divisions within international institutions, and further undermine the credibility of the non‑proliferation regime and related multilateral bodies.
The content of the adopted resolution reflects US bullying and the duplicitous behavior of the three European states. While even the IAEA Director General acknowledged in report GOV/2025/65 that the current suspension of verification activities in certain Iranian nuclear facilities is a direct result of military attacks by the US and the Zionist regime, the drafters of the resolution deliberately avoided any reference to this fact.
In principle, the US, as the party that over the past decade has been the main instigator of crises over Iran’s nuclear issue, having unilaterally and illegally withdrawn from the JCPOA in 2018, and committed acts of military aggression against Iran including attacks on safeguarded nuclear facilities, is considered as the primary culprit for the current situation. Germany, France, and the UK, due to their continuous violations of JCPOA commitments, especially since May 2018, their subsequent alignment with the US and the Zionist regime in attacking Iranian nuclear facilities in June 2025, and their role in initiating the so‑called “snapback” process, must themselves be held accountable for the highly damaging consequences of their actions. Under such circumstances, the demands of these four actors in the Board of Governors amount to nothing more than a malicious distortion of reality.
By disregarding Iran’s responsible and good‑faith conduct, the three European countries and the US disrupted the positive trajectory established between Iran and the agency, forcing Iran to announce the termination of the September 9 accord. It should be noted that the Islamic Republic of Iran had signed a new framework of cooperation with the agency on September 9, under which inspections of certain nuclear facilities had resumed.
The Islamic Republic of Iran, while reaffirming its principled position in rejecting nuclear weapons and other weapons of mass destruction, draws the attention of the Board of Governors and the Director General to the greatest threat to global peace and security, namely the genocidal Zionist regime.
It reminds the world that the regime is the sole possessor of weapons of mass destruction in the region and the only obstacle to the establishment of a Middle East free of such weapons. The insistence of the US and the three European countries on ignoring this grave danger, while instead raising baseless claims about Iran’s peaceful nuclear program, makes these four states complicit in the crimes of the genocidal Israeli regime in occupied Palestine, Lebanon, and other countries of the region.
It is a basic legal and logical principle that membership in any treaty, including the NPT, and acceptance of its stipulated obligations, must be accompanied by enjoyment of the rights and benefits provided therein.
The Foreign Ministry, while appreciating those countries that did not support this resolution by voting against or abstaining, and expressing regret over the irresponsible and bullying behavior of its sponsors, emphasizes that it will spare no effort to safeguard the rights and interests of the Iranian nation in the field of peaceful nuclear energy.
