Full Text of the Letter from the Foreign Minister of the Islamic Republic of Iran Seyyed Abbas Araghchi to the Secretary-General of the United Nations and the President of the Security Council Regarding the US Aggression Against Iran’s Peaceful Nuclear Facilities

Your Excellency,

 

With reference to my previous letter dated 13 June 2025, I am writing to convey the Islamic Republic of Iran’s grave concerns following a blatant act of military aggression by the United States of America against Iran’s peaceful nuclear facilities, including the Natanz, Isfahan, and Fordow enrichment sites, on 21 June 2025. The move constitutes a clear violation of international law and the Charter of the United Nations.

 

This alarming and catastrophic aggression involved a nuclear-armed state attacking a non-nuclear-weapon state that is a committed member of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and whose nuclear activities are fully under the supervision and safeguards of the International Atomic Energy Agency (IAEA). As you are aware, this strike follows a series of previous attacks on these facilities by the Israeli regime, which is not a party to the NPT and possesses nuclear arsenals. The reckless military action by the United States not only represents a flagrant breach of international peace and security but also poses severe humanitarian and environmental risks.

 

Targeting nuclear facilities is explicitly prohibited under various international instruments, including IAEA General Conference Resolutions 444, 475, and 533, and Article 56 of the Additional Protocol to the Geneva Conventions. Such an attack marks an unprecedented breakdown in the norms of international relations and could result in catastrophic consequences, including mass civilian casualties and long-term environmental devastation.

 

This act of aggression by the United States must be condemned in the strongest possible terms. The US government must be held accountable for this criminal attack, which was carried out in support of a regime led by an internationally wanted war criminal and which continues to push the world toward chaos and instability.

 

An emergency session of the United Nations Security Council, as requested, is expected to issue a clear, firm, and unequivocal condemnation of the United States—particularly as a permanent member of the Council. The United Nations and the multilateral system are now standing at the edge of a dangerous precipice.

 

As the guardian of the United Nations system, Your Excellency is expected to stand firmly against this blatant lawlessness and act of hostility toward peace. The world is watching. Inaction will not only exacerbate this crisis but also further undermine global security.

 

We urge the Security Council and the Secretary-General to fulfill their legal and moral responsibilities without delay. I would appreciate it if this letter were circulated as an official document of the Security Council.
